The award is presented to only the clients of The Cleveland Leadership Group Inc. who achieve all the following six criteria:

1. Set a 5 year strategic plan with tactical implementation steps for each year;
2. Diligently strive to implement the steps each year, against all odds;
3. Where actions are not achieved, set new strategies and remedial actions to accomplish the original action plan;
4. Monitor progress through monthly management meetings;
5. Shift their culture to one of stronger growth and brand;
6. Actually achieve the plan on or before the expiration of the 5th year.
